Saucon Valley School District seeks a Human Resources Generalist.
PRIMARY FUNCTION:
This position provides technical and administrative support to the Employees of the School District; partners with district and program coordinators and departmental supervisors to build and maintain a deep pool of applicants for teaching and staff positions; coordinates the delivery of a smooth, timely, and welcoming onboarding and off-boarding processes; assists to track employee credentials, mandated and District required trainings, employee performance evaluation, professional tenure, and employee leave (FMLA, Worker’s Compensation, etc.). Maintaining confidentiality is paramount.
REPORTS TO: Executive Leadership (Superintendent/ Business Manager)
QUALIFICATIONS:
- Associate degree in Human Resources Management; Organizational Behavior; Administration; Business Administration; or Management and/ or:
- 3 years of human resources, administrative office or employee service-related experience are required. Other equivalent combinations of education and work experience may be considered. Experience working in education and/or school systems preferred.
RESPONSIBILITIES:
- Assists in all aspects of human resources including but not limited to: recruiting and hiring, employee onboarding and off-boarding, professional credentials maintenance, Continuing Professional Education requirement tracking, Tenure monitoring, professional training/development of staff, district and state mandated reporting, supportive benefits coordination, performance evaluation tracking, and attending to IU meetings and information gathering requests.
- Ability to speak, read, write, comprehend and communicate in English in oral and written form using proper grammar and composition.
- Ability to learn and utilize a variety of software programs and varied office equipment including information systems and computer technology to carry out human resources essential functions; to include filing hard copies of data, updating computer files and spreadsheet data, uploading and downloading of data files, and purging/scrubbing data files in the maintenance of personnel information across systems.
- Demonstrates cognitive abilities needed for serving employees and the general public in an office environment such as attention, language, motor skills, memory, auditory/visual processing, and ability to invoke executive function skills such as anticipation, problem solving, decision making, judgment, organization, emotional regulation, and logic and reasoning.
- Ability to travel to and from work independently, as well as travel to off site workplace events, as needed.
- Ability to work regularly all assigned hours, subject to lawful leave rights and responsibilities.
JOB RESPONSIBILITIES:
- Represents the District at Job Fairs, Teacher Recruiting Days and other activities as needed.
- Initiates advertisement of position vacancies via the District website, recruit and hire systems, job find Internet resources, location newspapers, and social media outlets appropriate for employment search purposes.
- Maintains application tracking, responses to position vacancies using an approved process ensuring organizational protections and safeguards.
- Schedules and maintains a recruiting and hiring calendar including job posting notices, prospective application processing, interview timelines and anticipated hiring recommendations.
- Handles hiring processes including applications management, pre-screening of applicants, scheduling appointments, communication with the interview team and prospective candidates, reference checks and referrals, conditional offers for employment and recommendations for hire.
- Provides support for compensation evaluation.
- Ensures prospective employees complete and submit all PDE required background checks.
- Verifies employment eligibility as required by law.
- Completes Department of Motor Vehicle checks and ensures drug-testing paperwork as may be applicable to employees.
- Manages and supports in the entry and accuracy of employee data and information into all systems used for reporting and compliance monitoring of: professional credentials including PDE certification (Instructional I and II level) or other professional licensure, Continuing Professional Education (Act 48/45), Criminal Justice Information Service background checks, performance evaluation data, and mandated training as required by law.
- Supports New Teacher Induction, new employee orientation and other associated new hire training programs, and ensures employee participation and completion requirements.
- Administers or provides support to users of online employee training tools, such as SafeSchools or other programs.
- Administers or provides support to Administrative users of electronic performance evaluation tools.
- Maintains and ensures compliance of paper and electronic Personnel files and Employee profile data in accordance with law. Manually files all hard copies of employee records as necessary.
- Works with the District Administrators to ensure that all certificated educators have and maintain needed credentials in accordance with the Certification and Staffing Policy Guidelines (CSPGs).
- Ensures that other staff have pertinent and valid job required licensure and/or certifications as a condition of employment.
- Assists in the recruitment and maintenance of a substitute worker pool and works closely with building secretaries and administrators to resolve substitute problems and ensure sufficient staffing.
- Responsible for recommending Board Agenda items to the Superintendent for regular meetings of the School Board.
- Serves as District’s TIMS application support.
- Assists and consults with Benefits Coordinator /Payroll Clerk in matters of paid and unpaid leave.
- Provides support for internal and external audits.
OTHER QUALIFICATIONS:
- Must be literate in Microsoft Office and Google Suite.
- Experience with specific Payroll Systems.
- Knowledge of various governmental laws and regulations related to HR such as COBRA, HIPPA, FMLA and Workers Compensation, Unemployment Compensation, etc.
- Excellent customer service and communication skills (oral and written)
- Ability to communicate with confidence in conveying information to employees and members of the community, including teachers, administrators, other staff members, students and the general public.
- Ability to work as a team member and handle frequent interruptions.
- Valid Driver’s License. Must be able to travel to job fairs which are usually day trips, but overnight travel is possible.
- Must be willing to attend seminars and Education specific workshops to broaden the HR experience in public school settings and union management.
- Such other training and/or experience in lieu of the above as the Executive Leadership deems appropriate.
PHYSICAL REQUIREMENTS:
- Ability to stand, bend, stoop, sit, lift, reach, communicate (vision, hearing, and speech), carry or convey sufficient weight to safely and effectively carry out functions, duties, and responsibilities.
- Repetitive motion of the finger and hands for the computer keyboard and file room.
- Ability to independently ambulate in and around school buildings and office areas
- Ability to travel to and from assigned work locations without employer support
- Is able to independently read, write, speak and comprehend the English language
- Must be able to lift/carry a minimum of 20 lbs.
WORK ENVIRONMENT:
- Normal school environments. Travel throughout the District and IU20 service area as well as occasional statewide travel as required.
